Therefore, buying the cows did not constitute a sufficient condition to develop the animal sector and to raise the small properties' revenues, which include women's incomes, because the loan was not taken out under conditions likely to produce economic and social returns. Consequently, milk became much of the time a burden for property owners who took out loans, especially women. It is worth mentioning that the project provided 500 loans over a period of three years. It strives to encourage the creation of nine production, industrial and alimentary cooperatives for women in order to sell and promote the products. Once more the project was not joined with the efforts of other projects and administrations that provide the other essential conditions to produce the returns and the social benefits of the loans, especially for women. However, some nongovernmental organizations train women and give them agricultural, health, veterinary and production guidance through theoretical, instruction sessions, during which they learn methods of agriculture and manufacturing.
    أنشئ في العام 1994 في لبنان مشروع تنموي يدعى مشروع إنعاش الإنتاج الحيواني لصالح أصحاب الحيازات الصغيرة في لبنان - وحددت منطقة عمله في البقاع، وذلك بناء على اتفاقية قرض بين ”الصندوق الدولي للتنمية الزراعية (IFAD)“ و ”صندوق أوبيك للتنمية“ وبمساهمة فعالة من الدولة اللبنانية - ويهدف المشروع إلى المساعدة على رفع الإنتاجية لصغار المزارعين ومربي الماشية وزيادة دخل الأسرة الريفية - ولكن هذا المشروع لم تتوافر له الخدمات السابقة على الإنتاج (شبكة خدمات بيطرية، إنتاج الأعلاف وتصنيعها) والخدمات اللاحقة على الإنتاج (مراكز لجمع وتصنيع وتسويق إنتاج الحليب ومشتقاته، ربط المربين والمستفيدين في أطر تعاونية على المفاوضة والتعاقد مع مصانع الأجبان والألبان الموجودة في القطاع الخاص) - ولذلك لم يشكل الحصول على الأبقار شرطا كافيا لتنمية القطاع الحيواني ولرفع مداخيل الحيازات الصغيرة ومداخيل المرأة منها، لأن القرض لم يقترن بالشروط المحققة لمردوديته الاقتصادية والاجتماعية، فأصبح الحليب أحيانا كثيرا عبئا على الحائزين المقترضين، ولا سيما منهم النساء - وجدير بالذكر أن المشروع أمّن خلال ثلاث سنوات 500 قرض - ويعمل على تشجيع إنشاء تسع تعاونيات إنتاجية صناعية غذائية للسيدات للقيام بتصريف المنتوجات وتسويقها - إلا أن المشروع لم يقترن بجهود مشروعات وإدارات أخرى توفر الشروط الضرورية الأخرى لتحقيق مردودية القروض وجدواها الاجتماعية لا سيما بالنسبة للمرأة، وذلك على الرغم مما تقوم به بعض المنظمات الأهلية من تدريب النساء وإعطائهن الإرشادات الزراعية والصحية والبيطرية والإنتاجية وذلك من خلال دورات نظرية يجري خلالها التدريب على كيفية الزراعة والتصنيع.
